An independent arts policy organisation and consultancy founded by Mike van Graan and Tammy Ballentine in 1996, it offers services in arts and culture, event management, policy research and development, and arts administration training. Publications include The Cultural Weapon from 199* to 2000*?, The South African Handbook for Arts and Culture (19**-)and in recent years plays by Mike van Graan. Manages the President’s Fund for the Arts*? **. The name derives from Article 27 of the Universal Declaration of Human Rights[1], which reads:

"Everyone has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits.

Everyone has the right to the protection of the moral and material interests resulting from any scientific, literary or artistic production of which he is the author."[2]
