An annual event taking place on on Human Rights Day, 21 March, the existing festival came into being in 2001, having grown out of the One City Many Cultures initiative, launched 1999 by Ryland Fisher, during his tenure as editor of the Cape Times, with the aim of promoting a greater understanding of different cultures in the Western Cape and achieving cultural, religious and racial tolerance, through a celebration of culture and creativity.

The Festival originally took place in the Iziko Museums and Company Gardens precinct, but in 2017 it shifted to the Castle of Good Hope as a venue.
