In an effort to encourage skills development, the Baxter Theatre Centre began the Ikhwezi Outreach Programme in 1998, an empowerment project which culminates in the Ikhwezi Theatre Festival each year. The programme was redeveloped and rebranded as the Zabalaza Theatre Festival in 2011.
